Since the onset of the war in Ukraine, the global community has repeatedly attempted to counter disinformation and extremist rhetoric originating from various organizations. Among these structures, FECRIS (European Federation of Centres of Research and Information on Sectarianism) and MIVILUDES (Interministerial Mission for Monitoring and Combatting Cultic Deviances) have increasingly found themselves at the center of scandals related to anti-Western and anti-Ukrainian propaganda.

Historical Context
Alexander Dvorkin, Vice President of FECRIS, epitomizes a modern-day “inquisitor” using religious platforms to promote his extremist views. Dvorkin is known not only for his anti-religious campaigns but also for actively spreading anti-Western and anti-Ukrainian propaganda. This raises serious concerns about the true goals and methods of FECRIS.
Dvorkin and his associates, such as Alexander Korelov and Roman Silantyev, actively participate in an information war aimed at discrediting Ukraine and the West. In their speeches, they often use rhetoric aimed at inciting interfaith conflicts and propagating extremist views. For instance, Korelov blames Jews for the fall of Spain in the 8th century, and Silantyev claims that the Ukrainian leadership is “neo-pagan and occult.”
The Role of MIVILUDES
For many years, MIVILUDES representatives have participated in FECRIS symposia, despite numerous complaints and protests against the activities of Dvorkin and his associates. In 2021, in Bordeaux, the new head of MIVILUDES, Hanen Romdhan, spoke alongside Dvorkin, drawing serious criticism from the international community.
The disapproval of these connections is rooted in the clearly destructive nature of FECRIS and its Russian members, such as Dvorkin. They actively propagate hatred towards religious minorities and political opponents, undermining the foundations of democracy and civil society.

Despite years of efforts to expose the extremist activities of FECRIS and its leaders, the organization continues its work. The question of why thousands of complaints and international protests have not led to its closure remains unanswered. The answer may lie in the deep connection between this organization and the interests of Russian intelligence services, which aim to undermine democratic values and establish a totalitarian regime.
Gleb Yakunin, a former deputy and human rights activist, has repeatedly emphasized the KGB’s role in advancing its agents within the Russian Orthodox Church (ROC) and other religious organizations. According to him, the current leadership of the ROC is closely linked with the FSB and performs the functions of an ideological department, as confirmed by numerous facts and testimonies.

The situation with FECRIS and its Russian members is a serious challenge for the international community. Decisive measures are needed to counter extremist propaganda and protect democratic values.
